The Department of Management Services (DMS) was established in April 1999 as an ‘A’ Class department with a wider scope, under the Ministry of Finance and Planning, headed by a Director General for purposes of achieving good governance. The history of the department could be traced back to the former Department of Cadre and Salaries Management which was established in 1998 subsuming the entirety of the functions of the then Salaries and Cadres Committee and incorporating certain activities relating to management of cadres and salaries in the Public Sector including Provincial Public Services and Public Corporation Sector which were handled by the Departments of National Budget and the Public Enterprises of the Ministry of Finance and Planning. Accordingly, a major portion of the scope of the DMS comprises; a) Management of cadres in the public sector as a whole, b) Effectuating organizational reforms in public sector agencies including public enterprises through maintaining of a higher degree of efficiency with a view to enhancing performance and productivity, c) Management of salaries, incentives, welfare schemes and such other remuneration packages as relating to the public sector.
